C'est la hausse du prix de la tasse de café inscrit sur un bout de carton collé au mur d'un cafétériat à Akpakpa. L'augmentation de ce prix avait été déjà réglémentée. Elle fait suite à la hausse du prix de certains produits de première nécessité. Aujourd'hui, malgré les interventions du gouvernement en détaxant certains produits importés, force est de constater que depuis quelques jours, le prix du lait et du sucre est passé à la hausse: le petit paquet du sucre Saint Louis est passé de 350 à 450 F voire 500 F.
Face à ces prix le consommateur béninois change progressivement d'habitude alimentaire. La consommation des produits locaux se fait de plus en plus sentir. Là encore, les prix ont grimpé. Le beignet de 10 F est passé à 25F.
Pourtant les salaires n'ont pas changé.

eLayaway offers online retailers a no-fee payment method
Consumers pay a fee equal to 1.9% of the purchase price, taking the place of the fee merchants pay credit and debit card issuers. Consumers can take up to 13 months to pay, and once they do the retailer ships the goods and receives payment. Fledgling online payment service eLayaway offers e-retailers a way to accept payments without paying credit and debit card fees. And it offers consumers a throwback payment method: pay for an item over time, then receive the goods once full payment is made, without the monthly shock of a bloated credit card bill.
One of the first companies to test the service says some cash-strapped consumers like it. “In this economy having a payment option for credit-conscious consumers is a big deal,” says Martin Berns, CEO of online loyalty program BSP Rewards. “From the comments we hear, they like the fact that they don’t increase their credit card debt.” ELayaway plays on that aversion to credit card debit with its slogan, “credit is overrated.”
While merchants pay fees on credit and debit card purchases, with eLayaway it’s the consumer paying a fee of 1.9% of the transaction amount. The consumer can pay in installments for up to 13 months, with the money held in escrow by retail bank HSBC USA Inc. Consumers need only be 18 or older and have an active checking account. Once the full payment is made, the merchant is paid and ships the goods. Consumers are charged $25 if they do not pay in full.
About 20,000 consumers have registered for the service. Since eLayaway went live in 2006, consumers have completed 1,800 transactions, with 97% of purchases completed, Bilello says. Another 17,000 payments are scheduled.
About 700 mostly small merchants offer eLayaway, Bilello says. That retailer number could grow now that online payment provider CardinalCommerce is integrating eLayaway into its Centinel payment platform, along with such other alternatives to credit cards as PayPal, Bill Me Later and eBillMe. That will allow the 33,000 merchants that use the Cardinal system to offer eLayaway if they so choose. That integration should be complete by late May, CardinalCommerce says.
“For consumers, eLayaway is the perfect package of convenience, buying power and security, all while remaining debt-free,” says Matt McDowell, vice president of merchant services at CardinalCommerce. “ELayaway’s zero transaction fees for all merchants who offer it on selected merchandise and services will not only be increasing their bottom-lines, but also converting sales with consumers who see value in using a non-credit based payment option in today’s economy and beyond.”

Les voisins de la Présidence de la République du Bénin, meurent faute de moyens matériels. Pour qui ne connaît pas l’hôpital central de Cotonou, il suffit de demander aux Zémidjans, ils vous y amèneront mais c’est avec difficulté parce que çà l’entrée principale, la chaussée est en reconstruction de même que l’édifice de la présidence qui fait face à cet hôpital fait peau neuve.
Contre toute apparence de beauté que représente la nouvelle présidence réalisée à coût de milliards, la maison voisine, tout juste en face, le centre National Hospitalier Hubert Maga donne toute une autre réalité.
Si le malheur vous amène faire un tour comme malade au service d’urgence de cet hôpital, ne vous étonnez pas de vous retrouver dans un endroit qui n’a rien d’un hôpital au sens propre du mot. Sans vouloir exagérer, l’on a peut être les mêmes sensation que l’odeur d’une boucherie, si l’on ferme les yeux.
Une fois les yeux ouverts vous vous retrouverez dans une situation pas possible : les malades sont à même le sol. Pour ceux qui ont des matelas, Dieu merci. Les blouses de quelques médecins soignants méritent d’être bien entretenus, des tapettes sont inadaptées à la tranquillité des patients. Certains gardes malades se donnent pour activités principales, le vol des médicaments aux barbes des malades qui ont peur de se voir abandonner si jamais ils dénonçaient.
Pire, l’air est tellement pollué que même l’entretien matinal ne parvient pas à changer l’odeur. Pas de système d’évacuation de chaleur. Encore la banque de sang se gère avec une telle passivité… On s’en fiche si un patient décède faute de sang. A certaines périodes, surtout courant de mois d’avril 2008, beaucoup de patients, faute d’avoir eu du sang ont trouvé la mort. Comme raison, certains trouvent le malin plaisir de dire qu’il manque de produits pour traiter la réserve de sang dans ce pays qui se voudrait moderne.
Aussi semble-t-il que certains volent même les réactifs qu’ils revendent à des privés. Parfois faut de gestion cohérente des médecins, certains malades meurent parce que leur médecin traitant est en vacance.
Bien que le Bénin dans la sous région peut se targuer de disposer d’un corps médical bien qualifié, un mal qui ne dit pas son nom plane sur le service d’hygiène de Cotonou.
C’est ici l’occasion pour le Premier Magistrat du pays de jeter un regard depuis ses bureaux face à cet hôpital.
Que Dieu veille sur les malades, les services d’urgence et le corps médical.
